Each year, the agreement we have with the City for maintenance of dogs dumped on the ground must be renewed and this year we have proposed a convention completely different, with many requests for additional work by the volunteers to work with their projects which were not specified, thing that we would also be happy to do if we had a workload so 'heavy due to the structure was too old.
But they will not make any new commitments regarding the maintenance of the structure (note that this and 'a municipal dog pound, despite the fact the structure we have created us in the years largely at our expense).
Another sore point is' the output of the puppies up for adoption, in some cases ask us to send them out without microchips and vaccines to facilitate adoptions, not realizing that there is' a law very clear on this issue, and 's importance of a period of medical observation, as is quite often litter left at the gate of which we have no idea of the origin. We made a counter-convention, trying to highlight the things mentioned above, which is not 'been fully taken into account.

In conclusion if you do not sign their agreement 'AS IS' they sent us away and we do not know what happened to the dogs can do.

The secretary of the mayor has sent a reply which I quote below.

Referring to protest disclosed AgireOra mailing list on 8 February, the association sponsored "The Refuge" that runs the kennels Casalecchio (Bologna), which called for greater collaboration with the City volunteers to manage it, the Common to all the participants had responded to the protest with a statement - of course - say, in summary, to be more 'that was available and that the association instead to be uncooperative and have too many pretensions.

So here we disclose the official answer of the association, referring to any information and deepening association itself, so those who have comments or want information, not write to us (we will not respond on the issue, so it would be useless) but for Alice, the volunteer who is working to disseminate this information: alice.salvini @ gmail.com

Reply of "The Refuge" to statements of the Mayor of the City council and Simone Gamberini Beatrice Grasselli, 11 February 2010


The aim of the Association "The Refuge" is the welfare of animals.

Referring to recent statements by the Mayor of the City council Beatrice Simone Gamberini and Grasselli in their 11 February 2010, we are grateful for the declaration of willingness to reach an agreement to renew the agreement and for the times and ways to find a solution for new kennels. Recall, in fact, that the agreement is a contract between two parties on issues of common interest. We want to note that the association was never going to stop out by collaboration
seventeen. In confirmation of our interest we met with the administration on the following dates: 12/10 and 25/11 2009.

In convening on January 7, 2010, which was scheduled with the Assessor Grasselli as his request and confirmed by us on 4 January, the Assessor has not been filed. On that occasion the topic on the agenda was the renewal of our counter-convention. We requested a meeting with the Mayor on 11 January 2010 in which he was made aware of the situations so far occurred. In that meeting, as written, was shared the need to find a location to operate a transitional stage pending the new kennels. February 1 meeting with the Assessor and the Office of Human Pets on one side and the other group was not welcomed any move to approach it was not accepted at any point in our counter-convention.

At this point, given the situation, Friday, February 5, 2010 we requested the secretariat of the Mayor further contact to get his mediation, before informing the public, but without any real feedback. The building has no official approval because of lack of the structural requirements of security, making it impossible to achieve the "small innovations" proposteci last convention. Recall that the permit health care is the foundation of all existing legislation on animal welfare.

With reference to the projects entrusted puppies, we can not accept what you requested for the following reasons: the National Law 281 of 14/08/1991, art. 2 paragraph 5, the Regional Law Article 27 of 07/04/2000. 17 paragraph 4 of the martini and the Order of 16/07/2009, requiring municipalities to the introduction of the microchip for prevention to stray, which should be nullified by accepting the proposal. Regarding the health aspect, our choice has always been paid to the welfare and good behavior towards the future owner, just to promote adoption awareness. Especially at this time arriving dogs / puppies of unknown origin, with violent pathologies, very difficult to treat and sometimes fatal results.

As regards the identification of an external area for striding dogs, make clear that the current structure already has an area in which all internal striding striding dogs every day, so now there seems to the creation of an outside area that is more necessary to implement the work required by the ASL veterinary repeatedly on 20 / 5 and 12.10.2009 seeking the health approval. The project for the dogs to private citizens to bring them to walk in front of the kennel has been accepted by us and placed on our counter. Also indicate that the e-mail on May 5, 2009, the Association anticipates the Office of
Animal Rights the list of maintenance work needed to facilitate the visit of Dr. Sachs kennel came a day 06/05/2009.

On 11 May 2009, the animal rights office replies, e-mail, that the work of maintenance, with the visit of Dr. Sachs, are identified as special maintenance and has been turned alderman Grasselli report to check what is possible given the "limited resources". Regarding the management of green has been made of a single incident broke down a tree by mistake instead of a still healthy disrepair and subsequently removed. Is not clear why the Mayor said then that animal rights office has never received the list of actions necessary when the office itself has done more visits. In recent years the Association has proposed having different areas to build the new kennel and different solutions (park kennels, dog kennel intermunicipal, etc..) Without ever arrive at any executive project. The latest statements we realize that there is no element of novelty. From the words of the Mayor and the Assessor has demonstrated that: it is not clear a path, there is one area, there is a project, there are no resources. We too hope that an effective collaboration, can lead to concrete achievements in the interest of the dog population and the community.
